Are some frameworks more Agile than others?

Can your choice of programming language or framework make you more Agile?
Are some languages or frameworks simply better suited to Agile development?

I hope to give you some food for thought, and answer these questions and more in my lightning talk. I will be focusing particularly on some of the newer dynamic languages such as Python and Ruby, and comparing them to the more traditional choices such as Java and M$ .Net. This will link directly to my suggested Open Space topic Agile development using Django and other modern MVC Frameworks, where we can hopefully learn from everyone's experiences with these exciting technologies.
